On March 28, 1936, He Long and Ren Bishi led the Red Second Army Corps into Pan County, Guizhou, with the headquarters set up in the Nine-Room Building in Chengguan Town. On March 30, a meeting was convened between the Red Second and Red Sixth Army Corps in Pan County. This meeting was a significant strategic turning point held during the Long March of the Red Second and Red Sixth Army Corps. The strategic decision made during this meeting to cross the river and head north was of great importance, facilitating the successful rendezvous of the three main forces of the Red Army.

The site of the Pan County meeting of the Red Second and Red Sixth Army Corps is located in the Nine-Room Building Community of Shuangfeng Town, Panzhou City. It features a flat-eaved, sloping-roof wooden structure, covering an area of 1,500 square meters. In April 2009, the site was listed as a national free-access exhibition hall; in September 2009, it was announced by the CCP Guizhou Provincial Discipline Inspection Commission as a provincial clean government education demonstration base; and in March 2017, it was declared a national patriotic education demonstration base by the Publicity Department of the Central Committee of the CCP.
